David Zur

Adv. David Zur is a Founding Partner at Arbus, Kedem, Zur Law Firm and heads two core departments: the Real Estate and Urban Renewal Department, and the Corporate Department (companies, non-profits, businesses, and organizations). Adv. Zur holds a Bachelor of Laws (LL.B.) degree and is a member of the Israel Bar Association. Alongside his legal and commercial expertise, he holds specialized professional qualifications, including advanced training in real estate law and planning and construction law from Bar-Ilan University, as well as certification as a mediator from “GOMA – The Israeli Center for Mediation and Coaching,” equipping him with strategic tools for negotiation and effective dispute resolution.

As head of the Real Estate and Urban Renewal Department, Adv. Zur leads the comprehensive handling of complex real estate transactions. Under his leadership, the firm represents developers and companies in dozens of Pinui-Binui (eviction-reconstruction) and NOP 38 (TAMA 38) projects—from initial planning, feasibility analysis, and tenant signature gathering, through representation before planning authorities and drafting bank financing agreements, to apartment handover and registration with the Land Registry (Tabu). He also manages combination transactions, commercial sale agreements, and development agreements with the Israel Land Authority (ILA). In addition, he provides close, personalized, and professional legal counsel to private buyers and sellers in various real estate transactions, including due diligence, contract drafting, and optimal tax planning (land appreciation tax, purchase tax, and betterment levies).

Simultaneously, as head of the Corporate Department, Adv. Zur navigates the strategic guidance, incorporation, and ongoing management of companies, non-profit organizations, businesses, and entities. He handles incorporation procedures and the drafting of articles of association, and drafts founders’ and partnership agreements while establishing decision-making mechanisms, share allocations, and exit strategies to prevent future disputes. His practice also encompasses drafting commercial contracts with suppliers and clients, confidentiality and non-compete agreements, and providing ongoing counsel to non-profits and NGOs before the Registrar of Non-Profits to ensure strict compliance with regulatory requirements and transparency.

Adv. Zur combines a practical and creative approach across both departments, offering a broad strategic vision, deep commercial and organizational understanding, and meticulous attention to detail. He provides his clients with personal dedication and high availability, grounded in the belief that sound legal counsel serves as a growth engine—enabling clients to confidently focus on business development and achieving their strategic goals.

Barak Kedem

Adv. Kedem is considered one of Israel’s leading attorneys in the legal, economic, and strategic battle against terrorist entities and their financiers. Throughout his years of practice, he has gained extensive, large-scale experience in managing massive lawsuits against the Palestinian Authority totaling tens of billions of NIS. Within these proceedings, unprecedented attachments amounting to billions of NIS were imposed on the Palestinian Authority’s funds. Furthermore, in lawsuits he filed on behalf of terror victims against the Hamas terrorist organization, judgments totaling billions of NIS have been awarded. Additionally, in collaboration with top-tier law firms in the US, he manages major lawsuits in the United States against Iran and international financial institutions that have assisted in financing terrorism.

As part of the legal battle against terrorism, Adv. Kedem leads the representation of thousands of terror victims and bereaved families, including survivors and victims of the October 7, 2023 attacks. This encompasses victims of the Nova music festival, the Kibbutzim, the Moshavim, and the Gaza envelope communities.

Alongside this, as part of the struggle against the Palestinian Authority and the defense of human rights, Adv. Kedem represents hundreds of Palestinians who assisted the State of Israel, as well as Palestinian land sellers who were persecuted and tortured by the Palestinian Authority due to their ties with Israel.

Furthermore, as head of the Tort and Insurance Litigation Department, Adv. Kedem oversees the comprehensive handling of all the department’s practice areas. This includes medical malpractice with an emphasis on negligence during pregnancy and childbirth, severe motor vehicle accidents and bodily injuries, representation before the National Insurance Institute (Bituah Leumi), insurance and pension claims, and complex property damage claims. His vast experience in managing large-scale, intricate legal claims is directly reflected in his strategic management of complex tort claims and lawsuits against insurance companies and medical institutions.

Adv. Arie Arbus is a Founding Partner at Arbus, Kedem, Zur Law Firm and heads the Commercial-Business Litigation Department, the Administrative Law Department, Judea and Samaria Law, and Representation in Arbitration and Torah Law. Adv. Arbus holds a Bachelor of Laws (LL.B.) degree cum laude and a Master of Laws (LL.M.) degree from The Hebrew University of Jerusalem. He was admitted to the Israel Bar Association after passing the bar examinations summa cum laude. His extensive experience spans managing intricate contractual claims, shareholder and partnership disputes, corporate control battles, breaches of fiduciary duty and confidentiality, commercial torts, obligation law, and legal disputes over land. He specializes in formulating tactical strategies at early stages and securing urgent temporary relief—such as injunctions, attachments, and asset seizures—to decide legal battles and ensure airtight protection of client assets.

In the field of Administrative Law, Adv. Arbus navigates complex petitions and legal disputes against state authorities, municipalities, government ministries, and public and regulatory bodies. His practice includes filing petitions with the High Court of Justice (HCJ) and Administrative Courts, representing clients in public tender disputes, handling planning and building procedures, regulation, municipal licenses, and permits, alongside providing ongoing strategic administrative counsel to companies and non-profit organizations to ensure fairness and reasonableness in authority actions.

In Judea and Samaria Law, Adv. Arbus possesses a unique expertise in managing proceedings within the intricate legal framework applicable in the region—a complex combination of Ottoman Law, Jordanian Law, Security Legislation, and Israeli Law. He handles complex real estate transactions, first registration procedures, and title claims; represents clients before the Civil Administration, planning authorities, and the Military Commander; and conducts civil, commercial, and land litigation in Judea and Samaria while demonstrating complete mastery over choice of law rules and layers of international law.

In Arbitration and Torah Law representation, Adv. Arbus offers a distinct approach bridging Hebrew Law and Civil Law. He represents clients in complex monetary disputes and arbitration proceedings before rabbinical judges (Dayanim) and monetary courts (Batei Din) in the Haredi and Religious-Zionist sectors. His representation seamlessly combines the application of Choshen Mishpat principles with airtight protection of client rights under the Arbitration Law, managing appeals and the confirmation or setting aside of arbitral awards in the District Court, and drafting arbitration agreements tailored to Halakhic requirements (Heter Iska, Kinyan Sudar, etc.).

Adv. Arbus combines groundbreaking legal thinking, absolute mastery of law and precedent, and tenacious negotiation skills across all areas of his practice.
